The best general purpose skill for a Bow user is Focus, but there aren't any armor sets that give you that until High Rank. Just go with the standard pattern of armor progression and you won't do anything wrong: Jaggi, Wroggi or Volvidon for Low Rank -> Jaggi S, Wroggi S or Volvidon S for early High Rank -> Rath Soul (Azure Rathalos armor) for late High Rank Barroth's suit is really nice in 3U, if you can stand to farm him.
